With a default Windows 8 setup, several different ways exist to get to the Windows Service settings. The easiest that I have found is:

  1. Head to Start
  2. Type services
  3. Select Services (under Results)
  4. Select a service to adjust by double-clicking
  5. In the General tabStartup type section, select Automatic (Delayed Start), Automatic, Manual or Disabled.
Or
  1. Head to Start
  2. Right Click an EMPTY area
  3. Select All Apps (bottom right)
  4. Select Services (under Administrative Tools)
  5. Select a service to adjust by double-clicking
  6. In the General tabStartup type section, select Automatic (Delayed Start), Automatic, Manual or Disabled.
If you like, you can also do: Windows Key + R –> type in services.msc –> Select OK.

After configuring all services that you desire to change, reboot to see the effects of your tweaking.

Note: Do not use msconfig to stop services. It basically is “disabling” a service. Use the above procedure instead.
